William Locklear Obituary

William Edward Locklear, 83, peacefully entered his eternal home on Sunday, April 12, 2026, at Southeastern Regional Hospital. A man of unwavering Christian faith, William’s life was a testament to his devotion to family, education, and his community.


Born on December 7, 1942, William’s early years were defined by his love for sports. A standout athlete, he excelled on the basketball court in high school and continued playing in various leagues throughout his younger years. This passion led him to a career in education, where he served as a math teacher and coached both football and basketball at Fairmont Middle School, mentoring countless students. He later transitioned into a career in public service where he dedicated 35-years with Lumbee Regional Development Association (LRDA). As the Director of the WIA program, his leadership impacted numerous organizations across the region. His civic involvement was extensive. He was a longtime chairman of the Lumberton and Pembroke Housing Authority. His expertise and dedication were recognized on a national level when he was appointed to the Labor Board in Washington, D.C., by President George W. Bush. While his professional and civic accomplishments were many, Williams true passion was golf. He played every chance he got, the sport was a constant source of joy and vitality that kept him going.


He was preceded in death by his parents, Thurman and Velma Locklear; his sisters, Alice Locklear, Connie Locklear, and Hazel Locklear; and his brothers, Stacy Locklear Sr., Thurman Locklear Jr., and James A. Locklear.


He is survived by his loving wife of 59 years, Elvera Locklear of the home; his daughter, Valerie Harris and husband Chuck of Maxton; and his beloved granddaughter, Kassie Layne Harris. He also leaves behind his sisters, Mary Lois Callahan (Larry) and Helen Smith; his brother, Joseph Locklear (Pamela); a special niece, Rhea Ziglabon (Damien) of Portland, Oregon; and a host of extended family and friends.
