Elsie Mae Milligan

Elsie Milligan, 54, of 1273 Oxendine School Rd, Maxton, NC, departed this life on September 12, 2021 at UNC Southeastern. She was born March 14, 1967 to the late Ernest Locklear Jr. and Mary Bell Locklear.

She was preceded in death by her nephew, Elliot Bethea.

Ms. Milligan was survived by her mother, Mary Locklear of the home; sister, Vickie Locklear of St. Pauls, NC; brother Ricky Locklear of the home; three children, Robert Deon Milligan and Carlos Milligan of the home and Ashley Milligan Kells and husband Robert Dixon of Red Springs; grandchildren, Deonayshia Zieha, Nico Tuscan, Zieasia, Zienia, Johaven and the late Elliot Milligan; step grandchildren, Gatlin, Zaebrian and Chandlier; best friend who always had her back wrong or right Renee Chavis of Red Springs; a very special thanks to cousin for standing by her side in her time of need, Billie Jean Locklear of Maxton, NC and a host of relatives and friends.
