Mr. Billy Ray Carter, 87, was born September 11, 1938 in Robeson County to the late Lilly Odessa and Clayton Walter Carter. He passed away on June 21, 2026.
Billy was preceded in death by his father, Clayton Walter Carter, and mother, Lilly Odessa Carter (Locklear), and brothers, Lenard Carter, Joe Carter, and sisters, Viola Locklear, Daisy Mae Cummings, Pauline Locklear, Doris Carter, and granddaughter, Socoria Nahir Hunt.
He is survived by his loving wife, Virginia Carter, his children, Felicia Lowery, Deanna (Phillip), Bill Andrew Carter (Brandy), Brynn, Alanna, his grandchildren, Chicoria, Deandra (Dustin), Miesha (David), Kiai, Clayton, Kayden, and Daniell, his great grandchildren, Nolan, Phillip, Mahlaya, Justin, Jo, Jakiah, Kahlila, Gavin, Harmony, three special nephews, Frankie, Charles, and James, and two special friends, David and Daniel.
Billy enjoyed playing corn-hole, and fishing, dancing with family, playing sports, and lots of other activities.
